Figures of Speech Essay

Poets use different figures of speech to convey the message of their works. Some poets use metaphors or similes to baffle the mind and force the body to feel and see the images created while others use paradox, hyperboles, or puns to create the same effect. A good poem should involve all the senses and make the mind work to find meaning. William Blake uses metaphors to make the mind work overtime to find multiple meanings in his work â€Å"To See a World in a Grain of Sand†, while Chidiock Tichborne uses paradox to baffle the mind and reiterate the single meaning in his work â€Å"Elegy, Written With His Own Hand Before His Execution†. â€Å"To See a World in a Grain of Sand† by William Blake is a short poem that is filled with deep meaning. Through the use of metaphors and word choice the work seems lengthy to the mind but short to the eye. A metaphor is â€Å"a statement that one thing is something else, but in a literal sense it is not† (Kennedy 817). A metaphor is filled with suggestion giving a simple line of poetry almost infinite meanings. â€Å"To See the World in a Grain of Sand† (1) is a statement that is loaded with suggestion. There are many similarities between a grain of sand and the world such as: the world is made up of many grains of sand, both are round, and both are the same material to name a few. The two objects are also so different that that the line of poetry leaves the mind scrambling to figure out the meaning of this word combination. To figure out the meaning one must look at the literal meanings of the words and the figurative meaning of the word combinations to unscramble the riddle. On the literal level one must look at the key words in the line such as world, grain, and sand and find their definitions and how they relate to the other words in the line. By definition world is â€Å"the Earth or Universe† grain is â€Å"a relatively small particle† and sand is â€Å"loose grains of worn or disintegrated rock† (On Line Dictionary). The connotations of these words in the context of this line help the brain to understand that an object of huge size or quantity is being compared to something very small. One of the many meanings that could come from this statement is its hard to see the big picture of something while only looking at one small detail. This is only one meaning suggested through this powerful line. Every line in Blake’s poem is a metaphor that is filled with suggestion and deep meaning. â€Å"Hold infinity in the palm of your hand, and eternity in an hour† (3) is another metaphor Blake uses to baffle the mind. Infinity is â€Å"An unbound space, time, or quantity while eternity is â€Å"time without beginning or end† (On Line Dictionary). It is difficult for the mind to fathom these words when looked at alone, but in the context of the poem it is even more difficult to understand how one could fit such a mass into a hand or an hour. On the literal level the mind says it is impossible to comprehend so one must look to the figurative meaning to comprehend what is being said. One of the many meanings of this line is the same as the first; it is hard to see the big picture while only looking at one small detail. Blake’s word choice also helps the meaning of the poem. If Blake were to use similes rather than metaphors the work would take on different meaning. If the line â€Å"and eternity into an hour† (4) were changed to eternity is like an hour the work would take on a more limited meaning. When like is put into the line, eternity and hour become directly related where as in the first line eternity is trying to be fit into an hour. A similar effect would occur if the line â€Å"heaven in a wild flower† (2) were changed to heaven is like a wild flower. Heaven would be compared directly to a flower which would change the meaning of this line and therefore the poem. Blake used metaphors and word choice to write a poem that is short, but contains depth. Every word and metaphor in â€Å"To See the World in a Grain of Sand† was carefully arranged to give the poem a broad meaning that could be interpreted in many different ways. In contrast Chidiock Tichborne uses word choice and paradox to convey his limited meaning in the work â€Å"Elegy, Written With His Own Hand in the Tower Before His Execution†. A paradox is â€Å"a statement that at first strikes us as self-contradictory but on reflection makes some sense† (Kennedy 826). Tichborne’s work is filled with paradoxes, and is summed up by the paradox at the end of each stanza â€Å"And now I live, and now my life is done† (6). When looking at the main lines in the poem as they reoccur at the end of each stanza one wonders how it is possible to be alive now and also dead at the same time. Upon closer examination of the work the other lines help the brain figure out the paradox. To make sense of the central idea it must be looked at in the context of the other lines in the work. Each line in the work is a paradox that is key to understanding the central idea of the poem. â€Å"My youth is spent, yet I am not old† (9) is one of the lines that mirrors the main point. Youth is defined as the condition of being young while old is defined as having lived for a relatively long time (On Line Dictionary). When looking at these definitions one understands that the narrator has used up their youth, but has not grown old. This could be restated as â€Å"And now I live, and now my life is done†. â€Å"I sought my death, and found it in my womb† (13) is another restatement of the central idea of the poem. Sought means to look for or seek out, so the narrator is looking for his end (On Line Dictionary). Found is â€Å"to come upon something by searching, and womb is a place where something is generated, so the found his death was where he began (On Line Dictionary). After looking at these definitions we realize that the narrator has not fully lived youth let alone life and is about to die. The two poets demonstrated different figures of speech o convey their message. Blake used metaphors to give his work multiple meanings while Tichborne used paradox to restate his central idea. The two poems are very different from each other but both challenge the mind and body to find meaning making both great works of literature.

Utopia: Not Possible

If one were to ask 100 different people a subjective question, one is likely to elicit 100 different answers. This shows that everyone is different and has a wide range of views. Knowing this, one can assume that each one of their views on utopia must be equally as varied. Therefore, achieving a common utopia is near impossible. A utopia is a perfect place where everyone is happy both in society and in oneself. Motivation; an element of life that gives someone the drive to achieve a certain goal. Motivation is the adrenaline rush to life without which humans cannot progress as a civilization.It allows for the betterment of society, thus gaining some common ground between people which although does not constitute a utopia, will make a majority of people happy. Achieving utopia in society is impossible, but by using utopia as a goal or as a motivation, society will grow into a happier and more utopian like place, even though it can not reach actual utopia. A society similar to a utopia is possible through America’s motivation, and due to this, we have fruitful land, both agriculturally and socially.Ignorance, the opposite of motivation, leads to a dystopia, a place or environment in which people are miserable, unhappy or uncomfortable in, instead of a utopian-like society. This shows us that ignorance will not make society happy, thus deviating from the track to societal transcendence; the metamorphosis of society into a state of well-being. Due to each person having unique wants and necessities, the scope of a utopian society, is broadened and stretched until it can no longer be perceived. This adds to the number of reasons why utopia is not possible.Motivation is quintessential to attain near utopianism; a society that takes into account everybodys general view of utopia. Without motivation, society would suffer a dystopian lifestyle. Dreamers and visionaries alike possess the fire needed for success. This fire is known to us as motivation. An essential driving force in the creation of America, motivation at it’s finest can be seen in many instances. David Brooks, a New York Times writer, shows us that America is one of the hardest working countries on this planet.â€Å"The average American works 350 hours a year — nearly 10 weeks — more than the average Western European. † (Brooks 2004). One-upping the rest of the countries, America harvests some of the hardest workers. This hard work pays off in the long run because according to Christopher Matthews, â€Å"[America] leads the world in labor productivity. † (Matthews 1). This hard work translates into society’s progress through time. The American Dream is the dream of being able to make a successful living out of nothing.This dream prevailed in both the recent and earlier years. For example, the dispersal of America. Attracted to the city life, Americans saturated many of the popular cities in America, like Pittsburgh, for example. Althoug h this is true, over time we see a dispersal. â€Å"†¦ population of metropolitan Pittsburgh has declined by 8 percent since 1980†¦Ã¢â‚¬  (Brooks 2004). This expansion resulted from the drive to explore and conquer. After quenching this thirst, Americans have seen that they are much happier in the suburbs and exurbs, shown in their productivity.These families are happy because of their success. This success is a direct result of motivated minds, minds that surpass odds which pose as threats, minds that feed off of the burning fire which incites progress, minds that envision utopia. Minds that simply do not care and are ignorant to societal problems achieve, rather, receive dystopia as opposed to utopia. Ignorance; that lack of knowledge or information. Those who are oblivious to problem solving and believe that ignoring all that is bad are considered ignorant.In Aldous Huxley’s Brave New World, Lenina Crowne visited a Savage Reservation, which was a place for Nati ve Americans that were not â€Å"civilized. † They led normal lives, but Lenina was disgusted by it because she had no previous understanding of the world before their god like idol Henry Ford â€Å"civilized† the place. He implemented a factory line way of doing things such as conceiving babies, the term parent was alien to them. She begged for her soma which was a drug that releases stress from the consumer and makes the consumer forget about all their problems.This is ironic because the accused savages that stay on the savage reservation are not actually savage, it is in fact the â€Å"civilized† people of the World Sate (their home). They rely on drugs and ignorance to be happy. â€Å"A gramme is better than a damn. † (Huxley 89). She explicitly shows how she would much rather take drugs than face her problems. Hiding the problems instead of solving them creates a dystopia in which ignorance is key. Their soma driven society knows no problems, because stability was given in exchange for individualism.Instead of self-understanding, the humans of the World State are organized under a caste system ranging from the Alphas (highest) to the Epsilons (lowest). They rarely know solitude, but in those rare occurrences, soma quickly fills it with dreams and ignorance. Huxley satirizes utopia as a goal that is out of one’s reach by showing how ignorance and â€Å"fake† happiness is ephemeral and does not solve any real problems. George Orwell, a former student of Aldous Huxley and now famous writer, in the book 1984, mentions the Party slogan; â€Å"†¦War is peace[,] Freedom is slavery[,] Ignorance is strength. † (Huxley 26). The people of Oceania are brainwashed to believe that war is peace, freedom is slavery, and the most shocking, ignorance is strength. Ridiculing society’s problem of blind trust, Orwell shows the reader that ignorance leads to a more Orwellian society than societal strength. There is a dearth of sleep, food, creation of ideas, procreation, and yet society ignores this and continues to believe that there is in fact an abundance of sleep, food, et cetera.Due to the society being more dystopian, we can attribute ignorance to a major role in the creation of such a dark place. David Brooks quotes a philosopher named George Santayana; â€Å"†¦ Americans doesn’t solve problems; we just leave them behind. † (Brooks 2004). Mr. Santayana is saying that Americans are ignorant and cretinous in our knowledge of the world. Not having any worldly information can lead to a withdrawal from society, removing from society’s pool of ideas, knowledge, and people that push for near-utopianism.This leads to a lack of problem solving and degradation of a society at large. A society is composed of people, people each with their own taste and outlook on everything because according to science, no two are the same. Uniquity is prevalent which means that everyones needs and wants are widely dispersed. The common ground between people is limited. â€Å" Bathroom tile is their cocaine: instead of white powder, the blow their life savings on handcrafted Italian wall covering from Waterworks. † (Brooks 2004).Instead of wasting money on drugs like other people, some people prefer bettering  the finer things like, in this case, bathroom tiles or Italian wall covering. This backs up the statement, to each, their own. Due to everybody wanting different things, everybody’s utopia is different. So even if one were to set everybody in motion, society would just become even more choppy and divided. Where is the utopia now? Although self transcendence; the reconstruction of oneself into a higher being, is a huge part in creating utopia, this society has not progressed further than the selfish values it has already harvested within it’s people.To be able to implement this action into society would create a place where everyone is hap py. If near-utopia was set as a common goal in society, people would come together to achieve this, creating a happy place with a lot of common ground between people. This is true in many instances, for example; war and protest. In Greensboro, North Carolina around 1939, a sit-down strike took place. The blacks protested the segregation of color in buildings. Hundreds of other black Americans came to protest this together.The amalgamation of protesters there show that common goals lead to accumulation of support and eventual achievement. Making utopia a common goal between all will result in near success; achieving something along the lines of common utopia. Reaching utopia is not pragmatic because there is a wide range of interests between humans which expands and ambiguates the concept of utopia, making it harder to reach, and also because ignorance is prevalent throughout society, making it more difficult to solve societal problems and attain true happiness as opposed to proxies of happiness i. e. Soma from Brave New World.A characteristic that Americans possess which may assist on the journey to collective happiness is our niche for working hard. If instead we were to use the idea of having a place where everyone is at peace with their surroundings as a common goal throughout society, motivation would permeate and take control. It is only instinctual to act upon something one feels passionate about. If happiness is what is being offered, then I am certain that this will evoke many people to work side by side to achieve this goal. While working side by side with people passionate about the same goal as one is, one will be happy.Hungry for more happiness, the people would continue to work at the goal, even though it is impossible. This leads to an infinite cycle in which society is constantly bettering itself, creating some type of near-utopia, but no one realizes it. Lying amidst the motivated crowd is utopia, but the minute the crowd loses motivation, the utopia vanishes. So let the idea of utopia tailgate the crowd because after all, the crowd is working towards something greater; societal transcendence, the evolvement of society into a common happy place, not perfection. This is the true utopia.

True event: When I was a younger man back in 1973 or 74, I was out in (Royal Oak) near the (Detroit Zoo). I cannot remember the reason I went out there more than likely just joy riding, I use to do a lot of that when I was younger since the age of 18, and mostly I have driven new cars all my adult life. I saw a sign for a delicatessen that offered corn beef sandwiches among others; so I stopped, and went in to buy a sandwich. When I entered there were people already in line placing and receiving their orders and more people came in after me; you did not need to have a number for your turn to place an order. The order taker or waitress a (white female), was doing a good job of calling the correct person for their orders until my tu rn was up. When my turn came the order taker asked someone for their order that I felt entered after I did, but I saw not sure. Anyway after this person made their order (MY turn), wrong; she asked someone else could she help them, but what she did not know was that me and this person had short small talk while waiting our turn. Instead of stepping up to place an order, this person said; I think gentlemen is suppose next, the order taker said (oh sorry), and asked me (what do you want)! I looked at her and said not a thing from this place, and turned and walked out. As I left I could hear a few people telling her about manners and he was just another customer regardless. Oh did I mention that I was the only person of color in the delicatessen. I was not embarrassed, but angry as a (**********). These mandates and regulations that implement them covers workplace activities for 10 million employers and 125 million  workers. The following is a brief description of (DOL’s) statutes which are most applicable to businesses, job seekers, workers, retirees, contractors and grantees. The Fair Labor Standards Act (FLSA) describes standards for wages and overtime pay that affect private an d public employment. This act is administered by the Wage and Hour Division. It requires employers to pay covered employees who are not otherwise exempt, the federal minimum wage and overtime pay of one-and-one-half-times the regular rate of pay. For nonagricultural operations, it cuts the hours that children under age 16 can work and forbids the employment of children under age 18 in jobs deemed too dangerous. For agricultural operations, the law prohibits the employment of children under age 16 during school hours and in certain jobs deemed too dangerous. The Wage and Hour Division also enforces labor standards provisions of the Immigration and Nationality Act (INA) that apply to aliens authorized to work in the U.S. under certain nonimmigrant visa programs (H-1B, H-1B1, H-1C, H2A). The responsibilities of human resource managers and their implications concerning race, culture, age, gender, sexual orientation, spiritual or religious beliefs, and disabilities: The (Human Resource M anager) must have the ability to meet the needs of the changes within an organization. Organizations are becoming more successful, adaptable, and resilient, can quickly change directions, and customer centered. In this environment, the human resource professional must learn how to manage organizing, leadership and controlling of human resources, and have knowledge of emerging trends in ways of training and employee development. Dimensions of workplace diversity includes age, ethnicity, ancestry, gender, physical abilities, qualities, race, sexual orientation, educational background, geographic location, income, marital status, military experience, religious beliefs, parental status, and work  experience. (Chan Dr., A. (2015). How risk management strategies support equity within the workplace: Diversity and equality in the workplace is more than a business. It is imperative for a good solution to decades of race, gender, age, religious and sexual orientation discrimination. Having diversity that respect people from different backgrounds helps businesses produce a better product, makes new markets, and work with larger list of customers. Promoting principles means adopting diversity in all practice approaches. This means that diversity must be considered at each level, and in each policy from the management approach, hiring, and promoting, to new business development. (Ogunjimi, A. (1999-2015). Why issues of diversity within the workplace are paramount for human service workers and for management of human service organizations: Discussing the issues of the advantages and disadvantages of workplace diversity is not only difficult, but sometimes could be a situation in the workplace that is wished to go away rather than address the issue. There are times when discussing topics that include diversity and cultural differences lead to debating issues concerning stereotypes, generalizations, unfair workloads, and presumptions about particular cultures, religio ns, races and other issues of a diverse group of people. Broaching the subject of diversity can become an issue; however must issues can be done with candor, sensitivity, honesty and respect boundaries set for the discussion, this challenge can be easily resolved. But the media often regarded as the fourth estate of the realm have an enormous task to accomplish this role as the watchdog of the society. The task or role of the media has to a large extent not been effectively accomplished. It is important here to state that the primary role of the media in any given society is to inform, educate and entertain. This was encapsulated by Nwabueze (1982) when he stated that, â€Å"the media enable corruption, abuse of office and other wrongdoing by public servants to be publicly exposed†. Apart from these traditional functions, the media perform other sophisticated roles, such as surveillance, agenda-setting through persuasion and status conferral. This was stressed by Tony Momoh (1988) when he said that â€Å"the duty of the press in Nigeria is to monitor governance†. You can agree with me that these functions cannot be carried out without an enabling environment. In Nigeria and other African countries, the media operate under a very harsh condition. For instance, about 80% of journalists in Nigeria do not earn salaries, not to talk of attractive wages. The few that are privileged to work in government media establishments receive salaries that are not commensurate with their work, Ukpabi (2001). Other problems like uncooperative attitude of officials in the public and private organizations in volunteering information to the media. Public/civil servants often hide under the Secret Act to deny journalists information even if such information is of public interest. Despite the passage of the Freedom of Information (FOI) Bill into law, journalists and indeed the general public are still finding it difficult to access information in Nigeria. This has confirmed the fears expressed by Dr John Idumange on 8th March, 2013 while delivering a lecture on Journalism Practice And The Constitutional Demands On Journalists-An X-ray Of The FOI Act during the International Institute of Journalism (IIJ) Port Harcourt Annual Lecture Series. Dr Idumange captured it thus, â€Å"virtually all government information in Nigeria are classified as top secret. This culture of secrecy will make it difficult to get information from any Ministry, Department or Agency (MDA)†. This is further complicated by the introduction of brown envelope in journalism practice in the country. Brown envelope could be defined as a kind of gratification given to journalists after a media coverage by the organizers of such events, either to influence them or get favourable reports. This new found culture has actually dealt a terrible blow on the independence and the effectiveness of the journalists in performing their duties as the watchdog of the society. How do you reconcile a situation where a news source gives a journalist bribe (brown envelope) at the end of a media assignment? What kind of report do you expect from that journalist? The brown envelope syndrome has resulted to every Dick and Harry becoming publishers because they believe that reporters will bring back money from the proceeds of the brown envelope at the end of every assignment. All the so-called publishers now do is to issue the reporters with identity cards often referred to as â€Å"meal-tickets† to fend for themselves and even feed the publishers. Toure (1996). The consequence of this is the emergence of quackery in the journalism profession. In Nigeria today, everybody that has a note-pad and a pen on his hands can parade himself as a journalist. No wonder the journalism profession is fast sliding into an all- comers affair and pathetically the regulatory bodies, such as the Nigeria Union of Journalists (NUJ)and the Nigerian Press Council are not doing anything to check the ugly trend. Apart from the aforementioned problems, other challenges like exclusion or discrimination of journalists from private sector by government ministries from attending their events, thereby creating room for speculation, as these private journalists resort to reporting government activities from the outside. This of course is not in the best interest of ministries, journalists and the society. This research will attempt to trace the genesis of these hiccups, especially the brown envelope syndrome as they affect the role of Nigerian media in contributing to national development. Attempt will also be made in this study to suggest or find solution to the myriad of problems confronting media practice in Nigeria. The overall goal is to ensure that the media discharge their duties effectively as the watchdog of the society and major contributor to national development. 1. 1 BACKGROUND OF THE STUDY The media are said to have a role that is often described as indispensable in shaping the society and by so doing directing the people. The media ensure that people are treated fairly, social control is in place and roles are shared equitably, thereby contributing to the national development of the country. It is the duty of the mass media to inform and educate the people on the realities of the environment to enable them take appropriate and informed decisions. It is one thing to have the role and yet another thing to perform it. There are so many factors that affect the performance of this role of the media. For instance, the media require a conducive atmosphere to perform this duty. But it is an open secret that the atmosphere with which the media operate in Nigeria is far from being comfortable. Ukpabi (2001). Nigeria like every other country requires a vibrant press to make headway. It is often said that the press, just like the court is the hope of the common man and indeed the entire society. The question now is under what conditions have the media in Nigeria performed this statutory duty? This study will attempt to x-ray the roles of the media in Nigeria in national development. How they have faired in performing that duty. The effect of brown envelope on the media and the extent it has militated against the goals of contributing to national development. Attempts will be made in this study to suggest ways of limiting or eradicating the effects of this cankerworm called brown envelope. The aim is to see that the media live up to expectation as the watchdog of the society and pacesetter in engendering national development. 1. 2 STATEMENT OF THE PROBLEM The negative effect of brown envelope syndrome does not allow the media contribute to national development in Nigeria. This study seeks to trace the genesis and causes of â€Å"this encroachment† and recommend ways of tackling the problem. In other words, attempts will be made in this study to suggest ways of ending brown envelope syndrome in journalism practice in Nigeria. The media no doubt control all aspects of our lives, locally, nationally and internationally. Therefore, there is an inter-relationship between the people and the media. The media dictate to the people what they read and hear and by extension how they behave. The public is therefore sharpened by the information from the media. The public has so depended on the media that it is generally believed that the society will be dead without the media. This was examined by Maxwell McCombs and Donald Shaw (1972/1973) when they emphasized that â€Å"the mass media has the ability to mentally order or organize the world for the people†. Daramola (2003) also corroborated this by stating that â€Å"the agenda-setting theory is of the view that the media often present to the audience certain basic socio-political and economic issues that dominate popular discussion and debate even at interpersonal level at some period of their history†. For the media to live up to this responsibility, a favourable atmosphere must be put in place. As the media contribute their quota to the wellbeing of the society, it is expected that the people reciprocate by cooperating fully with the media. Nigeria is a complex country like every other nation; this complexity has also robbed off on the media in the country. Ownership and control, censorship, editorial policy, intimidation, imposition by authorities, ban, seizure of printed materials, incarceration ,proscription of media houses, obnoxious laws, lack of subvention and motivation are some of the numerous problems confronting media practice in Nigeria, which no media organization wishes to operate in. These challenges have hampered the performance of journalists in the country and given birth to the hydra-headed monster of brown envelope or gratification before a journalist could perform his duties. Therefore, this study seeks to know the effect of brown envelope syndrome on the role of the media in national development. 1. 3 OBJECTIVES OF THE STUDY The objectives of the study are as follows: 1 To determine the roles of the media in national development. 2 To trace the cause and effect of brown envelope on the media. 3 To determine the contributory effects of brown envelope syndrome on the media against national development. 4 To ascertain make ways of ending the menace (brown envelope). 1. 4 RESEARCH QUESTIONS 1 What are the roles of the media in national development in Nigeria? 2 What are the causes and effects of brown envelope on the media in Nigeria? 3 To what extent has this brown envelope syndrome militated against the media from contributing to national development? 5 How do we end the brown envelope syndrome in journalism profession in Nigeria? 1. 5 SIGNIFICANCE OF THE STUDY The study of this topic, called Role of the Nigerian Media in National Development and the Effects of Brown Envelope Syndrome is significant in that the contribution of the Nigerian media to national development would be ascertained. The origin and effect of brown envelope on Nigerian media will also be established, with a view to exterminating the menace in journalism practice in Nigeria. The overall goal is to enthrone a more efficient and responsible media in Nigeria that would effectively play their statutory role as the watchdog of the society. 1. 6 DELIMITATION/LIMITATION OF THE STUDY Due to the fact that the resources available for this study was limited, coupled with the time frame allocated to complete this study, this research was restricted to Port Harcourt, the Rivers State capital. 1. 7 DEFINITION OF TERMS MEDIA: Communication channels through which news, entertainment, education, data are disseminated. Shaw in 1972/1973). The thrust of the theory is that the mass media have â€Å"the ability to mentally order or organize the world for the people,† Daramola (2003). Proponents of the agenda-setting theory were of the opinion that the media often present to the audience certain basic socio-political and economic issues that dominate popular discussion and debate even at inter-personal level at any given period in their history. For instance, the mass media can focus on an issue daily, thereby drawing the attention of the audience to the matter. Currently in Nigeria, the mass media have gradually focused on the need for the convocation of Sovereign National Conference (SNC) to determine the continued existence of Nigeria as a nation. No wonder the Senate President, David Mark few weeks ago threw his weight behind the call and just on October 1st, 2013 during the 53rd independent anniversary of Nigeria, President Goodluck Jonathan constituted a committee to that effect, thereby confirming the power of the agenda-setting theory of the media. Since the media is the basic source of information for an average person on the street and it is generally believed that what the media report or focus on is important. The media through the agenda-setting function influence or control the thought of the people. Whatever the media focus on becomes what dominates public discussion. No wonder Combs and Shaw (1976) stated that the â€Å"media emphasis on the event that influences the audience to see the event as important†¦ media not only inform us, but also influence us as to what is important to know. † Cohen (1963) also emphasized that the agenda-setting power of the media is not particularly successful in telling people what to think, but it is stunningly successful in telling its readers what to think about. † The era of militancy in the Niger Delta lent credence to the agenda-setting power of the media when they drew the attention of the entire world to the region. It is often argued that the militancy was overblown beyond proportion by the media, thereby making it more important than anything else. The recent face-off between President Goodluck Jonathan of Nigeria and the Chairman of Nigerian Governors Forum and Governor of Rivers State, Rt. Hon Chibuike Amaechi was ( is) a case in point, when the media again displayed and are still displaying their power of dictating to the people what to think and discuss about. The state pardon granted the former governor of Bayelsa State, Diepreye Alamieseyegha also falls among the incidents where the media commanded the attention of the public or audience to their dictate. This work will look at the extent this agenda-setting power of the media has contributed to national development in Nigeria. CHAPTER TWO LITERATURE REVIEW 2. 0CODE OF ETHICS FOR NIGERIAN JOURNALISTS According to Oxford Advanced Learners Dictionary ethic is system of moral principles, rules of conduct. While chambers Dictionary defines ethics as the study of right and wrong. Code of ethics for Nigerian journalists took the front burner on March 20th 1998 when the Nigerian Press Council organized a forum in Ilorin, the Kwara State capital and formally ratified the new (current) code for Nigerian journalists. Code according to Oxford Advanced Learners Dictionary is collection of laws arranged in a system or system of rules and principles that has been accepted by society or a class or a group of people. The Ilorin declaration came on the heels of Decree No. 85 of 1992 as contained in the Nigerian Press Council, where eligibility criteria for entry into and practice of journalism in Nigeria were spelt out. The essence is to ensure that journalists adhere to high ethical standards and professionalism, bearing in mind that their jobs entail high degree of public trust. Delegates at the said forum affirmed and declared as follows: That we: ACCEPT the imperative of a Code of Ethics as a vital pillar of journalism and the necessity for the application of ethics to enhance standards; AFFIRM that self-regulation through a Code of Ethics and other structures drawn up by professionals would best serve the interest of both the profession and the public; ENJOIN the Nigeria Union of Journalists, the Nigerian Guild of Editors and the Newspaper Proprietors Association of Nigeria to ensure the implementation of the eligibility criteria for entry into and practice of journalism in Nigeria, as contained in the Nigerian Press Council Decree No 85 of 1992; PLEDGE to abide by the Code of Ethics and to promote the observance of its provisions by all journalists; and URGE the Nigerian Press Council to collaborate with the Nigerian Press Organization to publicize the Code of Ethics for the benefit of the press and the public, and ensure compliance with its provisions hereafter. PREAMBLE Journalism entails a high degree of public trust. To earn and maintain this trust, it is morally imperative for every journalist and every news medium to observe the highest professional and ethical standards. In the exercise of these duties, a journalist should always have a healthy regard for the public interest. Truth is the cornerstone of journalism and every journalist should strive diligently to ascertain the truth of every event. Conscious of the responsibilities and duties of journalists as purveyors of information, we, Nigerian journalists, give to ourselves this Code of Ethics. It is the duty of every journalist to observe its provisions as follows: 1. EDITORIAL INDEPENDENCE Decisions concerning the content of news should be the responsibility of a professional journalist. 2. ACCURACY AND FAIRNESS i. The public has a right to know. Factual, accurate, balanced and fair reporting is the ultimate objective of good journalism and the basis of earning public trust and confidence. ii. A journalist should refrain from publishing inaccurate and misleading information. Where such information has been inadvertently published, prompt correction should be made. A journalist must hold the right of reply as a cardinal rule of practice. iii. In the course of his duties a journalist should strive to separate facts from conjecture and comment. 3. PRIVACY As a general rule, a journalist should respect the privacy of individuals and their families unless it affects the public interest. A. Information on the private life of an individual or his family should only be published if it impinges on public interest. B. Publishing of such information about an individual as mentioned above should be deemed justifiable only if it is directed at: i. Exposing crime or serious misdemeanour; ii. Exposing anti-social conduct; iii. Protecting public health, morality and safety; iv. Preventing the public from being misled by some statement or action of the individual concerned. 4. PRIVILEGE / NON-DISCLOSURE i. A journalist should observe the universally accepted principle of confidentiality and should not disclose the source of information obtained in confidence. ii. A journalist should not breach an agreement with a source of information obtained as â€Å"off-the-record† or as â€Å"background information. † 5. DECENCY i. A journalist should dress and comport himself in a manner that conforms with public taste. ii. A journalist should refrain from using offensive, abusive or vulgar language. iii. A journalist should not present lurid details, either in words or picture, of violence, sexual acts, abhorrent or horrid scenes. iv. In cases involving personal grief or shock, enquiries should be carried out and approaches made with sympathy and discretion. v. Unless it is in the furtherance of the public’s right to know, a journalist should generally avoid identifying relatives or friends of persons convicted or accused of crime. 6. DISCRIMINATION A journalist should refrain form making pejorative reference to a person’s ethnic group, religion, sex, or to any physical or mental illness or handicap. 7. REWARD AND GRATIFICATION i. A journalist should neither solicit nor accept bribes, gratifications or patronage to suppress or publish information. ii. To demand payment for the publication of news is inimical to the notion of news as a fair, accurate, unbiased and factual report of an event. 8. VIOLENCE A journalist should not present or report acts of violence, armed robberies, terrorist activities or vulgar display of wealth in a manner that glorifies such acts in the eyes of the public. 9. CHILDREN AND MINORS A journalist should not identify, either by name or picture, or interview children under the age of 16 who are involved in cases concerning sexual offences, crimes and rituals or witchcraft either as victims, witnesses or defendants. 10. ACCESS OF INFORMATION A journalist should strive to employ open and honest means in the gathering of information. Exceptional methods may be employed only when the public interest is at stake. 11. PUBLIC INTEREST A journalist should strive to enhance national unity and public good. 12. SOCIAL RESPONSIBILITY A journalist should promote universal principles of human rights, democracy, justice, equity, peace and international understanding. 13. PLAGIARISM A journalist should not copy, wholesale or in part, other people’s work without attribution and/or consent. 14. COPYRIGHT i. Where a journalist reproduces a work, be it in print, broadcast, art work or design, proper acknowledgement should be accorded the author. ii. A journalist should abide by all rules of copyright, established by national and international laws and conventions. 15. PRESS FREEDOM AND RESPONSIBILITY A journalist should strive at all times to enhance press freedom and responsibility. 2. 1Instances Of Unethical Practices In Journalism Sensationalism in writing by journalists is one of the instances of unethical practices in journalism. A situation where a journalist deviates from the truth for reasons best known to him is to say the least unethical. In the course of sensationalizing the story, the journalist exaggerates and distorts the facts, which leads to misinforming the public. Nyamnjoh (1996). This kind of practice is not only wrong, but inimical to the growth of sound journalism practice in the country. Libel is another instance of unethical practice. A libelous publication is a publication either in print or electronic media that defames the image of a person or corporate body. It is an outright falsehood on a person’s image deliberately done by a journalist for selfish interest. Sedition is yet another unethical practice in journalism practice in the world today. It is an act of using publication or broadcast to incite the public against the government. This is unethical by all ramifications. Accepting gratifications of any kind by a journalist to publish story against his conscience is unethical and should be condemned by all well-meaning persons. Name-calling in journalistic reportage is to say the least unethical. Some journalists for reasons best known to them call people names such as thief, fraudsters, coward, amongst others without any evidence. Soola (1996). This is unethical and unprofessional and should be discouraged by all well-meaning Nigerians. 2. 2Primary Causes Of Unethical Practices In Journalism To be unethical simply means to act unprofessionally. Many factors have been adduced as causes of unethical practices in Journalism, especially in Nigeria. First is lack of welfare for practicing journalists in Rivers State and in Nigeria. It is an open secret today that most journalists practice or operate under unfriendly welfare package. In fact, seven out of every ten journalists practicing, in Nigeria are either not paid or paid peanuts as salaries. This unfavourable working condition no doubt affects the judgment of the journalists in the discharge of their duties. Most journalists especially from the private (independent) media organizations are not paid salaries at all, not to talk of being paid well. Some that are employed have no retirement benefits, as their counterparts in the other sectors. Cole (1995). This kind of engagement has bred poverty in the entire system. A hungry man they say is an angry man. Journalists, who fall under this unfortunate category, helplessly and easily fall prey to unethical practices just to survive. Quackery has also crept into journalism practice in the country. Though not peculiar with journalism, but for the fact that the regulatory bodies of the media tend to be weak or are not living up to expectation, quacks capitalize on this weakness to infiltrate the rank and file of journalism practitioners to commit all sorts of crimes which in most cases are blamed on journalists. The major problem here is that since the regulatory bodies, such as the Nigeria Union of Journalists (NUJ) and Nigerian Press Council have not been able to effectively regulate journalism practice in the country, mostly as it concerns mode of employment for journalists and standards to be adhered to by private publishers, ethics of journalism practice now becomes difficult. What you now have are bunch of people who parade themselves as journalists when they are really not and of course lawlessness and unethical practice now become the order of the day. Anyakora Potiskum (1996). Other factors include uncooperative attitude of people placed in authorities to volunteer information for journalists when sought. This has created room for speculations, when the required information are not given to journalists. Again, the deliberate attempt by government and its agents to exclude the private sector journalists from their functions, result to journalists reporting government activities as outsiders, thereby speculating or at times sensationalizing virtually everything concerning government. The deliberate effort of government at all levels to impoverish journalists through unfavourable policies that are inimical to journalism practice in the country, for example the media is constitutionally regarded as the Fourth Estate of The Realm, which makes it the fourth arm of government, but while the other three arms, the Executive, Legislature and Judiciary enjoy budgetary provisions, the press is allowed to wallow in poverty. The flimsy reason often adduced for this utter neglect is that the pen is already too powerful and therefore if the press enjoys financial support, it will trample on other arms of government. Toure (1996). 2. 3Role of the Nigerian Media In National Development National Development as has earlier been defined is the process of growth in all facets of human endeavors within a national boundary over a given period. The role of the Nigerian media in national development like any other media globally revolves around its primary functions of informing, educating and entertaining the populace or better still mass audience. The media role in national development comes through development communication, which centres on persuading target audience in adopting the right attitude towards actualizing development plan in the country. In doing that, the development media theory as espoused by Combs and Shaw (1972) that drives the agenda setting theory comes to play. This states that the media tell us not what to think, but what to think about. What this means is that the importance the media place on an issue, determines the level of attention the audience give such issue. The essence of this agenda setting theory is that though the media may not completely change ones point of view, on a particular issue, but it tends to change his perception of what is good. The power of the media in influencing issues is seen as importance instrument in national developmental policies. The role of Nigerian media in national development cannot be over emphasized. Right from 1914 when the Northern and Southern protectorates were amalgamated by the colonial government, the media have been playing a pivotal role in national development in Nigeria. Since the primary role of the media is to inform, educate and entertain, they also use these functions to persuade the people on the need to embark on certain processes that can engender national development. In addition to these basic functions of the media, also comes their persuasive role. This persuasive role enables the media to influence the society towards a particular direction. And in most cases the people are driven towards contributing to national development. According to Nwabueze (2003), the media also chart a course for the public in line with the agenda setting theory, thereby creating in the minds of the people issues that should be viewed as priority issues, including development programmes and policies. Example of such roles are the Millennium Development Goals (MDGS) and Vision 20; 2020 in line with United Nations, which has been domesticated by countries, including Nigeria. The Nigerian media have been in the fore-front of sensitization of the people against the HIV/AIDS pandemic. To the credit of the media in the country, the rate of spread of HIV/AIDS has reduced drastically. The media in Nigeria have tried to contain the negative impact of the Boko Haram insurgence as it borders on the country’s national image. This is evident on the way foreign media perceive and report the Boko Haram insurgence saga. The idea is to play down on the effect of the security challenge and promote national development. On the political sphere, the recent Nigeria Governor’s Forum election that almost metamorphosed into a national crisis has been contained by the role of the media. That is, the Nigerian media have been careful in reporting the controversial election in order not to heat up the polity. In short, it is the diplomatic way the media handled the situation through their reportage that sustained the prevailing peace in the country. The latest is the People’s Democratic Party split. Being mindful of the sensitive nature of the matter, the media have been careful on reporting it. The ultimate goal is to ensure that national development is not disrupted. 2. 4Origin of Brown Envelope In Nigerian Journalism Practice Brown envelope which can be defined as gratification given to a journalist to obtain favourable report. The brown is said to have started in Nigeria during the Second Republic (1979-1983) when journalists started demanding brown envelope as a condition for conducting interview Uko (2004). The ignoble act was allegedly started by government press who claimed that their salaries were low. This soon spread to the entire journalism practice and has now become the rule. A survey conducted by LICADHO (2008) showed that journalists tried to justify the brown envelope act and went ahead to argue that it does not affect their professional judgment (report). Ukpabi (2001) in his study on the same issue revealed that only 30 % of Nigerian journalists believe that bribe no matter the type should not be taken. In other words, brown envelope syndrome was generally accepted and embraced by majority of journalists in Nigeria since then. A random survey on brown envelope syndrome in the world shows that the practice is in vogue in virtually every part of Africa and Asia, except South Africa. Brown is however said to be forbidden in the United States of America, where journalists would not even allow a news source to buy them a cup of coffee. 2. 5Effect Of Brown Envelope On Journalism Practice In Nigeria Brown envelope syndrome has really dealt a terrible blow on the integrity of journalists in Nigeria to the extent that journalists now relegate objectivity in reporting to the background and instead play up bias and subjectivity in their news stories. This has paved way for mediocrity in the entire process. Brown envelope forces journalists to abandon the ethical practice for selfish interests. The result is that Nigerian journalists can no longer compete favourably with their counterparts in the western countries or even in South Africa where Brown envelope has no place in their journalism practice. Brown envelope syndrome has therefore dwarfed Nigerian journalists from international competition. The independence of the media or freedom of the press has suffered a great setback as a result of brown envelope. It has become difficult or even impossible to separate the journalists from news sources because of the brown envelope attachment. The situation has become so bad that journalists now relegate their function of informing, educating and entertaining the public to promoting public relations goals. The brown envelope syndrome has brought about neglect in news from the rural communities. It is assumed that every news story attracts brown envelope and most well to- do news sources that can afford brown envelope live in urban cities, therefore the journalists do not have any business reporting happenings in the rural areas, since the sources of such news are basically poor. The implication is that the rural communities remain unreported in the present dispensation. Another effect of brown envelope is that journalists in Nigeria have shunned investigative news stories and concentrated more on events and press briefings where brown envelopes are guaranteed. This of course has almost eroded the essence of the media as the watchdog of the society.

Michel Foucault In Discipline And Punish Sociology Essay Michel Foucault in Discipline and Punish and The History of Sexuality, demonstrates that the tools of disciplinarity (which emerged in the confluence of critical, historical upheavals immediately preceding the modern age, such as geometric demographic expansion, reconfiguring global financial and mercantile apparatuses, the redefinition of territorial boundaries through global explosion and the ensuring establishments of empires, the ad hoc onset of the Industrial Revolution, etc.), upon being brought into proximity to about the only things that presently we are able to bring to it, such as a proclivity towards petty moralizing, our social prejudices, our racial intolerances, the petty agendas of the bourgeoisie empirical lifestyle enclaves, etc., operate what they have been designed to do, namely the re-proliferation, expansion, multiplication, amplification, production of manipulated strategies for administering populations, under the guise of it redounding to the so-called public interest, which on the whole underwrite unconscionable amounts of paralysis, social dissatisfaction and numerous suffering. At the heart of Michel Foucaults epistemic discussions on the reorganization of knowledge in the human sciences is his argument during the 1970s that such reshaping established contemporary arrangements of power and domination. Power, he defines, is the multiplicity of force relations immanent in the sphere in which they operate and which constitute their own organization.  [1]  His comprehensive historical analysis on the advent of disciplinary apparatus in Discipline and Punish and discourses on compartmentalization of sex and sexuality, and bio-power in The History of Sexuality postulate an apparent political positioning of power in the sphere of modernity, hence, paving way for a dynamic interpretation of his own understanding of it and the encompassing entity of knowledge. This academic paper aims to expound on the place of power and knowledge in Foucaults historical studies on prison and other modern forms of disciplinary institutions, and scientific discourses about sexuality and its deployments. The paper is divided into two parts and will proceed accordingly. The first part comprises the reiteration of Foucaults claims on tools of disciplinary institutions as polymorphous, hence the interwoven appearance of new forms knowledge and power during the eighteenth and nineteenth centuries. By having constructed the reciprocity in the entrainment of knowledge and power in the context of the penal system, Foucault tries to demarcate the bounds of these two entities, but also ensures that each converge on the confines of modern disciplinarity (such as geometric demographic expansions). In other words, Foucault does not concern himself with distinguishing the identity of knowledge against power, or vice versa, but having and understanding knowledge and power in a mutual reinforcing relation so that each is sustaining the authority of the other.  [2]   This paper also argues that what drove the tools of disciplinarity as new forms of knowledge and power to operate the way they do, as in seemingly paralyzing humanity on its actions, is because, in the first place, they were programmed to act as the antithesis to the utopia vowed by the Enlightenment; hence are hostile to begin with, yet have been stabilized by mans hopeless state to resist them, as implied in the works of Foucault. The second part is a critical analysis on two viz. (1) pedagogization of childrens sex, and (2) socialization of procreative behavior of what Foucault labels as four great strategic unities that formed specific mechanisms of knowledge and power centering on sex at the start of the eighteenth century whence the proliferation of the production of sexuality started to surface and became a historical construct. Their ontological and epistemological position allowed them to function in autonomy by which they imposed an explicit but restricted methodology in the generation and dictums of new knowledge saturated with sexuality through which these deployments asserted their own perilous power.  [3]   I The underlying theme of the reorganization of knowledge in Foucaults works was broadened and highlighted by the introduction of the contemporary prison system in Discipline and Punish. By having the eighteenth and nineteenth centuries explicitly set in the realm of discipline, observation, and chains of restriction, Foucault made it possible in his book to produce new knowledge even as they created new forms of social control.  [4]  The new penal system has [i]ts fateà ¢Ã¢â€š ¬Ã‚ ¦to be redefined by knowledge.  [5]  Davidson argues that Foucaults modern prison also serves as a reference point for his scrupulous analytics of power;  [6]  hence, the horrific revelation and comparison of the spectacle of the early eighteenth century punishment over the subtlety of the new penal structure exemplifying the scope and the measure of steadiness of power throughout its transformations under different circumstances. This is one of the most crucial points that Foucault purports. As mentioned above, the prevailing prison system became his reference point in the analytics of knowledge and power, and it is not hard to deconstruct why. As it were, it can be seen that Foucault was indulging himself in the line that separates the violent yet sporadic carrying out of detrimental force that targeted the body (e.g. public tortures and eventual public executions) and the imposition of a mass of juridical absurdities  [7]  by the modern-day form of discipline: It was a question not of treating the body, en masse, wholesale, as if it were an indissociable unity, but of working it retail, individually; of exercising upon it a subtle coercion, of obtaining holds upon it at the level of mechanism itself movements, gestures, attitudes, rapidity: an infinitesimal power over the active body.  [8]   The imposition of discipline reconstructs power in the manufacture of new behavior newfound techniques, newborn gesticulation, new actions and ultimately, new breeds of people. Now, power is not merely power per se in its traditional sense, but it is a power that involves obedience on influence and exploitation. This is what Foucault meant in his discourse on docile bodies. Indeed, the human body was entering a machinery of power that explores it, breaks it down and rearranges it.  [9]  It is a power that is autonomous, ad hominem and utilitarian. Allen argues that those who discipline, apart from having a hold over the mobilization of others bodies, become compelled in always ricocheting back on specialist knowledge, whence knowledge and power come into a mutual crisscross to finally augment each other. Everything comes in tandem: there can be no criminology without prisons or medicine without clinic for knowledge is only possible in its compromise with the reciprocating patte rns in the exercise of power.  [10]  Borrowing the words of Robinson and Davies, disciplinary apparatuses, indeed, cater to a compulsory captive audience.  [11]  Thus, Foucault says, discipline produces subjected and practiced bodies, docile bodies.  [12]   The above mentioned means of subjection, along with the time cards, bundy clocks, expected movements, documented schedules, etc., operated subtly through the shake-up of space and time by which peoples perform; hence, the formulation of an indirect flow of action, cellular segmentation, and organic control, given by the partitioning and distribution of activities. They served to economize the time of life and to exercise power over men through mediation of time, leaning on a subjection that has never reached its limit.  [13]   The above interventions paved way for the turn-around between power and perceptibility. There was a swing in political strategies from the presentation of power as spectacle to its employment in perceiving the target thoroughly, i.e., to see and hear him, to monitor and evaluate him, even at a distance. Surveillance, or panopticism, which proved to be far more complex than the sheer exhibition of force, became the autonomous impetus that massively drives action. By being everywhere, surveillance forces the target to always stand on attention as he is constantly located; it allows the disciplinary power to be absolutely indiscreet and to be exercised without division: an automatic functioning of power.  [14]   Rouse provided a physical description of surveillance. According to him, surveillance was not only manifest as affixed to the walls or structures of institutions, whose primary aim, again, was to enrich the capacity to perceive, but also in the creation or extension of rituals, particularly examinations such as psychiatric tests, job interviews, meetings, and even military exercise wherein the commander only stands aside to witness the passing of a marching troop instead of actually being its forefront figure.  [15]   Foucaults argument of panopticism and how it is improbable for people to not be observed shows its extent in The History of Sexuality. He argues that with the assimilation of the discourse of the sins of the flesh in the Catholic confession after the Council of Trent (Counter-Reformation), and even just traditional confession per se, the Church created a hold on its faithful by subjugating them to perfect obedience. Even through the screens of confessional boxes, one is compelled to allow himself to be audible, hence perceived, by an authority. Foucault argues: We have since become a singularly confessing society. The confession has spread its effects far and wide. It plays a part inà ¢Ã¢â€š ¬Ã‚ ¦the most ordinary affairs of everyday life, and in the most solemn rites; à ¢Ã¢â€š ¬Ã‚ ¦one goes about telling, with the greatest precision, whatever is most difficult to tell. One confesses in public and in private, to ones parents, ones educators, ones doctor, to those one loves; one admits to oneself, in pleasure and in pain, things it would be impossible to tell to anyone else, the things people write books about. One confesses-or is forced to confessà ¢Ã¢â€š ¬Ã‚ ¦man has become a confessing animal.  [16]   Such manifestations of panopticism and process of keeping records chains behavior exactly by the manner in which it creates more and more access for things and phenomena to be known. Yet, digging more deeply, it must be argued that such new forms of knowledge also assume new sets of constraints, which in turn allow peoples movement to be perceived. Rouse asserts that such more specific knowledge makes room for also a more omnipresent constraint on peoples actions cycling towards the vast probabilities for more intrusive inquiry and disclosure.  [17]   These knowledge and power techniques have two-fold insinuations. First, they operated to control, or, to a higher extent, neutralize, societal factors that are deemed perilous and threat to what has already been established. Second, having controlled such unusual and abnormal elements, they provide an avenue for the enhancement of productivity and utilization of their subjects. By doing so, the use of these knowledge and power that was initially applicable only to quarantined institutions, such as prisons and mental wards in other words, exclusive and extreme entities was slowly emancipated and incorporated into an assortment of new contexts; hence allowing the expansion of their application. Foucault named this as the swarming of disciplinary mechanisms and argues: While, on the one hand, the disciplinary establishments increase, their mechanisms have a certain tendency to become de-institutionalized, to emerge from the closed fortresses in which they once functioned and to circulate in a free state; the massive, compact disciplines are broken down into flexible methods of control.  [18]   He adds that On the whole, therefore, one can speak of the formation of a disciplinary society in this movement that stretches from the enclosed disciplines, a sort of social quarantine, to an indefinitely generalizable mechanism of panopticism. Not because the disciplinary modality of power has replaced all others; but because it has infiltrated the others, sometimes undermining them, but serving as an intermediary between themà ¢Ã¢â€š ¬Ã‚ ¦and above all making it possible to bring the effects of power to the most minute and distant elements.  [19]   These present-day techniques ought not to be understood as a place-over upon prior structure/s. Instead, these practices ought to be realized as constituting wholly different objects for knowledge to be tickled. Amongst these new sets are strategic statistics and inputs, such as geometric demographic expansion, and the redefinition of territorial boundaries according to the continuing progressive development in International Relations; structures that incessantly tackles development, as in reconfiguration of global financial and mercantile apparatuses, or age-group and pedagogical attainments; distribution patterns, like income distribution in households, and a history of familial diseases like cancer and diabetes; and indications of the state of life like cholesterol and sugar count. Lorentzen argues that norms occupy the whole of society, yet impose the greatest influence on institutions like church, school, and household;  [22]  in short, the ones that hold specific populations, such as students and families. Hacking, in his book The Taming of Chance, defined normal distribution as something that tries to promote constancy in numbers as implied in the survey of Europeans on their populations.  [23]  Along with certain populations, the individual also aids in the production of knowledge by being listed under a category; hence, he is epistemologically located without degrading into the standard. For Foucault, normalization is individualization because, although it imposes homogeneity, it also ind ividualizes by making it possible to measure gaps, to determine levels, to fix specialties and to render the differences useful by fitting them one to another.  [24]   In conclusion, it can be said that the influx of newly constructed knowledge and power operate today the way they do because they were meant to counter the premise and promise of the Enlightenment. Enlightenment was the advance of thought  [25]  that aims, in this case, to cultivate the prison and/or penal system as humanly as demanded by the modern society, and to emancipate mankind from sexual repression. But Foucault has presented it with a sense of hostility, if not real contradiction. As formerly vastly discoursed in this paper, the civilized prison and liberated sexuality further entangles humanity, and Foucaults presentation of these entities addresses the materializing need to resist them as contemporary modes of knowledge and power. Yet, to go with this, he also insinuates that such resistance has no solid framework to come into existence, hence creating that in-between where there is a shocking paralysis engulfing man, and suffering and dissatisfaction looming amongst t hem. II Some of the increase in child abuse is due to the publicity itself.  [26]   Ian Hacking The History of Sexuality portrays the interrelation between knowledge and power through a historical account of the origin of the context of sexuality. It is not a given, but rather a historical construct of discourse. Its mode of deployments created new power relations parents on their offspring, psychiatrists and doctors on patients, men on women, youth and old, etc. and exercise further control on also extended areas; hence, were able to legitimize the knowledge it purports.  [27]   Foucault discusses four great lines of attack which the politics of sex advanced for two centuries,  [28]  yet are still prevalent in the society today. Two of which shall be discussed shortly, viz. the pedagogization of childrens sex and socialization of procreative behavior. Pedagogization of childrens sex. The convergence of knowledge and power in and on the bodies of children allows the gathering of data on what is medically appropriate for them, in congruence with what is also necessary for their educators and parents to maintain that medically appropriate environment, influence, and other factors in which they are deemed to operate upon. A journal in 2008 by Kerry Robinson and Cristyn Davies regarding the relationship of sexuality with the childhood of Australian children ought to shed light on this first deployment under the scope of this paper. According to Robinson and Davies, the means by which Australian kids ought to acquire knowledge on sexual related phenomenon have been transformed into something controversial by the great debates whether the pedagogy on sexuality ought to occur at home, under the supervision of parents, or at school by the childrens educators. Finally, for various reasons, the school was selected to address sexuality to children, yet Robinson and Davies argues that by the continuous denial of the education curricula on sexuality as an important part of childrens identities, childhood and sexuality become compartmentalized as purely social constructions by which there is a naturalization of heterosexuality as the norm of sexuality and hence strengthening heteronormativity amongst children.  [29]   By having children perceived as docile bodies, schooling became a disciplining state apparatus, whence the knowledge-power nexus operates through the imposition of knowledge-regulating documents, such as Health Curriculum and Health and Personal Development/Health/Physical Education (PH/H/PE), which constitute the heteronormativity of children as subjects.  [30]  The practices involved in these documents gradually become assimilated in the general physical state of children, and whatever knowledge regarding sexuality was allowed to penetrate into the childrens minds was always highly regulated by social norms and religious taboos that depersonalised the processes for both the children and the teachers.  [31]   Earlier in 2007, Philo analyzed a radio broadcast that involved Foucault referencing to childrens games like tents around gardens or those that are played on top or under their parents beds. He argues that, indeed, what these games imply is an attention to the reverberating theme of wider trans-disciplinary field of social inquiries into children, especially with sexuality, although he was apprehensive about some of Foucaults claims.  [32]   Both of the assertions of the above mentioned intellectual studies resonate to the underlying assumptions made by Foucault. On the one hand, Philos article is a proof of half of the assertion of the deployment of sexuality currently at hand that children have the natural inclination to participate in sexual activities; whilst, on the other, Robinson and Davies study constitute the significant other half that institutions, such as, in this case, school and families, are the intermediary entities that limit the dangerous sexual potential immanent in children.  [33]   Given the above assumptions, it is easy to go back to the premise of Foucaults disciplinary apparatus and relate this pedagogization as one of its most influential tools. Putting into context Hackings argument which was cited at the opening of this chapter, it can be said that such pedagogization does not much have of an impact to its intended target in children as much as it does for the people revolving around the target. With the prestigious promise of pedagogical, as well as medical, knowledge about sexuality on children, it has functioned as a regulatory tool in reshaping, and perhaps instilling imaginations that never surfaced until then, the minds of people in the hierarchy of societies that looks onto the childrens. By knowing the constraints of teachers, doctors, and parents on maintaining the childs framework towards his sexuality, it has become easier for other people to imagine otherwise; hence, child abuse became and continues to become increasingly prevalent.
